Is Perl 5 installed on the server? Because I'm trying to view a perl file in my browser and it won't work.

yes, the free acounts have Perl 5.8.7

Let me confirm....

All the free hosting accounts too feature Perl 5.8.7

If you are still facing problems, then it would be better if you would post the details of the problem, and then maybe some member will get you the solution.
