to create layout you can use: Frontpage, Microsoft Publisher, Macromedia Dreamweaver

Well rabara, to be legal enough, both those softwares which are best in their own better features are paid softwares (not freewares or sharewares) so you'd be better not asking one such kinda help. It will be illegal for anybody to offer you too.
