Smokyhost is my choice after I've tried a few free hostings because :
1. It has Fantastico
2. It doesn't put ads in your website
3. It has CPanel
4. Server uptime is quite good, 99%
5. Technical support is quite good, but can be improved (reply within 1 day)

Only thing it is not good is, you need to get points. But, there is nothing free for you, you must do some 'work' for something that is 'free'.
