Is there any way I can make a certificate using my cPanel, then download it to encrypt/digitaly sign messages using Outlook Express?

Well, in Microsoft Outlook Express, you can encrypt your email if you have a certificate file, and I know I can make security certificates on my cPanel, can I download them to my computer? I can make screenshots if you like.
