I have used Dreamweaver for years, and still do for big projects. But for smaller sites with relatively simple pages, I like using a simple text editor -- usually something a little more advanced than WordPad, but not much -- or a more web-specific editor like WebCoder.
There are a lot of great things about Dreamweaver, but in the end I often find I'm spending more time in Code Editor mode tweaking the code Dreamweaver created. Sometimes it's just easier to write all the code myself.

notepad++ only, for any size or projects, any programming language, and so on....

Simply use a text editor. Notepad is perfect, but you may want some program that highlight the syntax or something to help you, but if you already have some experience with HTML you won't need anything but Notepad.
Obviously you can use WYSIWYG editors like Dreamweaver and FrontPage, but I never needed them.
