can't we upload that files
because when i try it i get errors
or my ftp client is just stupid?

Ofcourse you can upload the .tpl files otherwise one may never be able to use the template systems in most of the PHP scripts!!!!
Check up your ftp settings, you might have some permission settings where you'd have blocked the uploads of .tpl files

And Admin Why Do My Disk Space Is About 90mb
When I Estimate All My Uploads It's Only 50+ mb

Coz that 90MB includes you emails, database storage and other scripts that you might be using.
