lol i still use frontpage :| or notepad (my uncle is teaching me how to design sites in notepad)

Dreamweaver is one of the best and one of my favorites to use.

I am using Microsoft Front Page, its pretty usefull and easy to use.

Well i made a site using notepad before....Plus, its betta for learning..if u want a good site and dont give a stuff, just use a MySQL thinggy and PHP nuke, download a theme and there u go, a good site lol
