Needing high graphical php site

I am currently looking for someone to create me a website all php and it to be if possible a nice flash banner integrading into the body of the website. im looking for it to be somewhat of a multi-gaming website, basic downloads, music, videos, ect. no specific game character details. Willing to pay, and work up points for offer. if also possible, i was woundering when site was being made if the php could be explained to me. Thank you.

I'm no expert on PHP, but once your are hosted on smokyhosts, you can easily use Fantastico to install a site frame that uses PHP, with no need to pay anyone

Thats doesnt bother me, i just want a really nice flash/php site. and i pretty much suck all the way with flash. and php haha

You can use a CMS with no PHP knowledge needed. I suggest PHP-Nuke as a starter. PHP isn't hard to learn.
