Try GIMP it's free and as far as i remember its open source! google for gimp

It can be legal to get Photoshop for free too. The trial of it is free and legal

I tried to download a trial for it and it didn't work for me..I had to unzip LOTS of things...I downlaoded it from the main website. And then in the end, I couldn't find the program that I was looking for...
