I am making an advanced website where users can put there site on my site and people can post comments on the site. So, does anyone know how i can make it so they can post comments on the page?

Forum style- install some kind of forum and create a system how users should post links and then users will comment that link
Create your own script for that

Easy enough. Joomla + AJAX Comment Component + mTree. That covers everything you wanted.
