Programming HTML

I had wonder all my life (well not really but a lot of it) is there a way to actually program in html without using javascript, java, dhtml, etc. just plain and simple html? Does anybody knows?

HTML, is uniqe because of it's simpleness
you could learn the language in 2 hours..
http://www.w3schools.com offers the basics and a little bit more..
i don't know what u mean to program with html, but html by it self can't create dynamic pages.. and can't be called program builder, it's more like.. a site program.. i dunno.. html is just.. well most of it.. is just a layout, the look.. but you can use forms and things.. i don't recommend.. using javascript and C# is much better..!! php and asp are recommended as well..!!
