Isn't Paintshop free? I would prefer going w/ the Photoshop...

And as far as i know many prof. website builders use photoshop to create their own layout.

I use Photoshop over Paintshop.. The interface it much easier to use for me.
It's also good to maybe incorporate other graphics editors as well with using Photoshop/Paintshop.. Sometimes freeware does the trick. Especially if you don't want to open a big program like Photoshop just to make resizing changes and such.

i've been using photoshop for around... 7 years, really like it. I'm not that good at PS, but my friend, he can do about anything with PS :-s
