Well I used to use CuteHTML it had some help to you but well just a little complete commands and suggesting some at every new page came with the basic body...
But well now I just use Notepad or Textpad another editor I found that seems to be very good better than notepad (can u believe that? Well I prefer it ... but whatever notepad can solve your problems and every windows has it).

EditPad Lite
You should try out EditPad Lite. It's basically a beefed up version of Notepad, and it's completely free. Go to http://www.download.com and search for "EditPad Lite", it should show right up.
