it's a apache function,is based on php or mysql plz?
and i know if the forum or blog got this function,that displayed http://url/some.html.
but in the dirs there isn't this file ?what 's that mean?

i think you mean aliases: when you write in adress http://www.somehost.com/some_dir_name and server is configured that there is no directory named "some_dir_name" in **** root, but it will take data from other_directory and transfer to user, but user still see that he's in a some_dir_name directory.
I think you understand what i mean, that this is a virtual path in server
