i dont know how to access my homepage or get my homepage up. I dont know how to add pages or do pretty much anything.

Well , first off all learn HTML for basics, although when I read your post I think you don't know it.
Buy a good program where you can design in a bit , design in a bit.
When you think your site is ready , upload it ! U can do that through CPanel (I think although) or a Free FTP (Don't know if this host allows that).

do you know html?
if you don't know anything you better get a book
on html and read
however to set a background picture with html you do this:
