how do i get a forum on my site? do i need cpanel?

Or you could download a free forum like phpBB2 or something else then upload it to host.
Or if cpanel allows go to scripts(or something like that) and install it through there.
First option is harder because you have to do everything yourself

and to install you need to download forum script
there are plenty of them out there
just try a google search

setup in cpanel,find the forum install...
