Oh.... well can anyone tell me how to do it with Javascript or CSS? And yeah, like if in Windows Explorer, you **** a menu and more comes up, except I want it so if you hover your mouse over it, and i don't want the boring gray menus from Windows

You could use PHP - Nuke.
It has PHPBB forums installed with it and lots more installed.
Or maybe PHPBB 1.5.
It is a pre-modded PHPBB with loads of features like Banner Management, Portal, Gallery and more!

I dont think that there's any software in market yet which can convert HTML pages into PHP pages. If there's any, then tell me the website 1st....

There are loads of PHP Applications for free like Wikis and Forums if that's what you mean.

you can make it .php but you cant make the whole site a php by just converting it
