Nothing there... is it possible that the reason it works now is because it's a local mail address?

no the issue is hotmail, You would have to have them on your safelist. Hosts don't even bother trying to get hotmail to work, as their settings are so strict a normal email can barely avoid the junk box.

That depends on Junk Mail settings, I have mine on "Standard" which has so far, not caught a normal email, it didnt even appear in the junk box, it just never appeared at all, as if never delivered.
