A good way to learn HTML is looking at other source codes.

For this i could only suggest adobe photosohop, but it's is not free, not easy to learn
I dont know other software for that.
But, if you are not going to create very "graphical" websites, you only need html editor. Using only it you can create template. But if you are prof in html and you not enough it's possibilities, and you need more graphic, use photoshop
Search for cracked PS on P2P networks (by the way, i'm not allowed to talk about this
)
