HTML Kit is the one I use. There are a ton of plugins for all different languages, so you are not limited to HTML. However, it has a Notepad like GUI, so it looks pretty simple. I recommend it. (http://www.htmlkit.com)

To start a new page or new site, I use Dreamweaver, cos it helps me alot, I just can't remember all those complicated html codes ^_^

To modify something, just simple notepad :)

Also use all the softs in Macromedia Studio 8 :D
never mind!

I use Vim for all my text editing.
Emacs is great too, but vim is more comfortable for me.

I use Notepad. It is very simple and easy. I have used FrontPage at school, but didn't like it. However, I have never tried DreamWeaver, but I plan on trying it soon.
