Template VS. CSS

Here's something that has been troubling me... what is the difference between a page Template and a CSS? From what I am reading it seems as though a CSS pretty much IS a template. Should I use both? Can I use both?? Which is better?

A template is something that puts your pictures and where you put your text....
CSS However, is what color you can make your links, add borders, change your hovers.... and so on.

CSS is a stylesheet. You can use it to set the colours, looks, effects, sizes, styles and a lot more of a template or a web page. I find it very useful indeed, and use a CSS stylesheet on all of my sites

Uh, CSS can be used to make a layout using absolute positioning.

Um...
CSS is used in making "good" templates.
So it means that you need them both in making a website.
CSS is only used to affect the layout of the site.
If you are going to make a site, I suggest downloading a free template instead to save time.
