No they will not, it will be free!
Also they are making minor graphics changes too,
I think youtube is looking really nice now

Is there like a main download for the API somewhere? Or do I just have to add all the code together and do it myself?

Its a good idea which will make lots of people use youtube in uploading videos instead of using their own space , many people used to do that but that idea will get more people .
