i have an idea of making a game like counter strike but it should be only web enabled ... meaning it cannot be played in the single user mode...

That requires a coder with advanced skills, a webhost with high power broadband. I dont even know if that is possible to have a game on the net and you play with your browser unless its flash.

it's not possible to do it with a flash, because as far as i know, flash cant be so quick in communication with server to do such game... CS type game would require to create stand alone executable program with some kind of programming language like c++ or C or something like that and connect ir with web service. In pure web technologies- action game is not possible

Of course Flash Is Bad For Multiplayer Gaming Cause It's So Slow But Smokyhosts Maybe Could Make A Server Of Any Big Fun Game For Only Smokyhosts Forum Accounts!!
