Widget basics
- Widgets render without chrome, such as toolbars buttons
- Widgets live outside the Opera window
- Widgets use HTML, JavaScript and CSS, and can use other technologies such as SVG.
- All widgets have a configuration file.
- Widgets are packaged in the zip format, and have their extension renamed to .wdgt.
- Widgets can use AJAX technologies to create powerful cross-domain web applications.
- Do not reinvent the wheel: Use the libraries provided by Opera
- Limit the size of your widgets
- Keep your widgets simple
- Write efficient code
- Widgets should not stop working when the user is offline

i think he means programming language not the speaking type of language anyways wish i could help but ive never used widgets before
