If I knew Flash, I'd say Flash, but I don't so I say Notepad + Photoshop. Dreamweaver has a nice interface and all, but doesn't make the cleanest code. I find Frontpage to be even worse. Dreamweaver has a lot of functions that make it advantageous, but most people don't know how to use them so its use is not as valuable. If you need to learn how to use a program to make code, might as well learn how to make code.

Dreamweaver easiest but i think your on about something else so id just try does crappy make a website products there all pretty shite but try it see how it goes

The best for HTML coding would be DreamWeaver but if your fluent in HTML notepad would do as well. As for the designing of the website I'd say photoshop is an essential.

The best software I use is based on PHP Smarty template engines. Don't know what Smarty is? In a nutshell, smarty is a framework that separates content between the php scripts and html for better performance. See smarty.net for more details on this great program for building websites.
