ill sugest to make 4-5 accounts and post a dozen post with each ...

My forum currently has 104 members and I didn't do that. What I did do is find out by going to other forums what kind of topics interested people the most and then made similar topics in my forum. Then go around to all the forums you can think of and start getting people to join. It might not hurt to join a top site list or two.

Getting a higher PR in google usually is the best way to drive traffic in.

Not necessarily. I've seen sites with just 3 or 4 page rank that get over 1000 hits a day.
