Server computer

yo, i currently am making a server for a game emulator, but this isnt the topic the topic is how do you guyz think of this as the server computer

2x ghz
3 gigs of ram
2 hard drives, hopefully good ones

How many people do you expect to use it at peak times?
What's your budget?
Server side code or user side?

It won't supply more than 50 users STATIC.
Main websites like google and the ABC (not saying that you would need this many users), but they supply that amount for a bare minimum of about 22.
