I use a combination of adobe Photoshop and Macromedia Fireworks

Camedia master, and somtimes windows paint =p
but for those , blur, x-ray, monochrome, etc.. filters. i know how to do it manually through DHTML (its very simple)

I use photoshop, but if you want a similar product to photoshop that is free, try searching for GIMP, I've heard it is a pretty good program for freeware.

I am currently using PS7 but i'll upgrade as soon as I can afford it.
