Making e-mail form with cpanel

Ok i can get most of the stuff that cpanel talks about when its showing me how to make an e-mail form with the CGI, However what i do not get is what to put for the "ACTION=" input. with HTML it was the "mailto:" option, and i put in my e-mail address, according the the cgiemail user guide though, i am to put in a URL in the place of the "mailto:" action. what URL do i use to get this to work?

Why u don't use php to make e-mail form? For me it's more simpel
