ssh/telnet?

How would i connect ssh/telnet to my localhost? I have a fairly large 300mb database i need on my localhost board that i plan on running a test upgrade before I upgrade my live board to vb 3.5, how would I go about this? I wasn't sure where to post this, but since it's mysql related I thought it'd go here. >.>
