uhm... what ur asking for is easy.
try out a kPlaylist (http://www.kplaylist.net/). this does what u said u need... i has a playlist, that gets the mp3s from your server. i was playing around with it on my own xp, it just uses php and mysql at most and will run on smokyhosts. its simple, not like a live radio show stream across the internet. but a place where your website visitors (or just you yourself) can go and listen to the mp3 files that you put on a playlist that plays normally through winamp, windows media, etc... plus, it has a bunch of features and very changeable the user interface. i even think it handles uploads like u wished. its configurable and if not then its hackable to do what u want.
