cgi no counter

This is my noob question.

I was messing with the cgi hit counter and it wouldn't work.
An error mess on the targetpage said that a file called some thing like 'usernamed.dat' in /var/cpanel/counters/ was missing.

Is this what is meant by no cgi support? (I read that somewhere here).

So is the cgi thing in cpanel a no go area? If so why is it there??

And has any one any suggestions for a script based counter or is that a question for the php forum???
